Proficiency is about what a learner can do with the language they are studying and working to acquire (the Target Language).

Can you ask a question in the TL?

Can you describe a person in the Target Language, or TL?

Can you tell a story in the TL?

Proficiency based learning is about real world application of the language, not about rote grammar drills or verb conjugations in a vacuum.  It is about learning new words and phrases to convey ideas and express yourself, not to memorize words and translations for a passing moment.

It is about using language for what it is intended to be used for - to communicate And by using the Target Language to interact and to describe the world around us, the way in which we see and experience the world often evolves.
